Human Resources and Institutional Development Directorate

The Human Resources and Institutional Development Directorate is responsible for managing the Department's human resources, institutional development, public relations and communication, information technology, electronic services, and guidance functions, while supporting organizational efficiency, service delivery, digital transformation, and internal and external communication.

Human Resources Management Section

The Human Resources Management Section is responsible for planning and managing the Department's human resources needs, employment procedures, performance management, payroll coordination, and employee-related records in accordance with applicable Civil Service legislation and instructions.

  • Identifying and reviewing the Department's human resources needs in line with the Human Resources Planning Instructions in the Civil Service.
  • Preparing annual, medium-term, and long-term human resources plans in line with the Department's strategic plan.
  • Preparing the Department's staffing table.
  • Preparing replacement and succession plans.
  • Managing the Department's human resources information systems.
  • Supervising and following up on all work related to issuing employee cards and experience certificates.
  • Following up on procedures related to appointments, transfers, promotions, scholarships, and other employee affairs.
  • Directly supervising the performance management process, including training managers, distributing records and reports, and ensuring compliance with the timelines set under the approved methodology for performance management and evaluation in the Civil Service.
  • Determining salaries for contract-based positions.
  • Calculating and organizing employees' total monthly salaries, submitting them to the Administrative and Financial Affairs Directorate, and following up on annual increases, promotions, incentives, allowances, and overtime pay in accordance with applicable legislation.
  • Calculating total deductions and submitting them to the relevant entities, including civil retirement, social security, health insurance, and other entities.
  • Calculating financial deductions resulting from violations of regulations and instructions and deducting them from employees' monthly salaries.
  • Performing any other duties assigned by the Directorate Director.

Institutional Development Section

The Institutional Development Section is responsible for designing and developing systems and procedures, updating job descriptions and the organizational structure, following up on performance management, simplifying and automating procedures, and managing training and knowledge, in order to improve institutional performance across the Department.

  • Designing and developing systems and procedures to simplify work processes and improve performance across the various directorates and sections by measuring the effectiveness of applied processes and proposing ways to improve them in coordination with the relevant entities.
  • Preparing, developing, and updating the Department's job descriptions and reviewing the organizational structure in line with environmental and technological changes and the Department's strategy.
  • Following up on the implementation of the performance management system, the completion of annual performance records and reports, reviewing annual performance evaluation results, following up on their recommendations with the relevant entities, and studying and analyzing performance evaluation results and comparing them with institutional performance.
  • Re-engineering, simplifying, and automating procedures and processes in coordination with the Department's organizational units and relevant entities.
  • Documenting, maintaining, and updating effective standard operating procedures for all Department processes and services.
  • Studying and analyzing training program priorities and comparing them with strategic plans, performance evaluation results, and job description cards.
  • Identifying, determining, and analyzing training needs in cooperation with directorate directors and organizational units.
  • Preparing the Department's annual training plan.
  • Preparing the Department's annual training budget.
  • Evaluating training programs and measuring the return on training and training impact.
  • Transferring and managing knowledge among Department employees.
  • Performing any other duties assigned by the Directorate Director.


 

Public Relations and Communication Section

The Public Relations and Communication Section is responsible for managing the Department's internal and external communication, media relations, awareness activities, official events, publications, and public image.

  • Strengthening communication and increasing public awareness internally and externally.
  • Developing and implementing the media plan of the Companies Control Department.
  • Following up on the implementation of awareness plans regarding the Department's role, services, and achievements in line with the Department's strategic plan, and conveying its image to the press, media outlets, and the public.
  • Organizing and managing official events and meetings, including conferences, seminars, workshops, ceremonies, and local activities, in coordination with the relevant entities, and planning and implementing the Department's activities.
  • Preparing and implementing programs for receiving and hosting official delegations related to the Department's work, organizing the related programs, and completing all arrangements required for the internal and external participation of the Companies Controller General in coordination with the Office of the Controller General.
  • Supervising the maintenance of the Department's website in coordination with the Information Technology Directorate and other relevant organizational units.
  • Preparing the daily press report and submitting it to the Companies Controller General and the directors of organizational units.
  • Monitoring and following up on all matters related to the Department's activities in newspapers and media outlets, and clarifying the Department's position on issues published in the media.
  • Following up on all matters related to the completion and marketing of the Department's publications and informational brochures.
  • Performing any other duties assigned by the Directorate Director.

Information Technology Section

The Information Technology Section is responsible for managing the Department's IT infrastructure, systems, software, databases, network operations, information security coordination, and website development.

  • Providing hardware requirements and supplies whenever needed.
  • Coordinating with the Directorate Director to distribute users across different accounts.
  • Participating in studies related to computer equipment that contribute to improving efficiency.
  • Managing internal network distributions and operating system services needed to ensure network continuity.
  • Supervising the internal network, internal communication device specifications, and infrastructure within the Department.
  • Taking the necessary measures to install the required extensions for personal computers in the Department's directorates.
  • Coordinating with the Head of the Systems Division to maintain information security, user permissions, and access controls in order to preserve the security, credibility, and accuracy of stored information.
  • Preparing programs and developing and updating the required information systems and software to improve performance quality and ensure speed and accuracy in completion.
  • Studying and identifying the databases required for the Department's work, continuously updating them, and taking all necessary measures to build them in coordination with the relevant organizational units.
  • Developing the Department's website, including proposing the required website specifications.
  • Setting the technical specifications for the required systems programs and supervising procedures aimed at designing and continuously updating the Department's website.
  • Supervising the documentation of operating systems and ensuring that these documents continue to be updated and developed whenever operating system data is modified or developed.
  • Performing any other duties assigned by the Directorate Director.

Systems Division

The Systems Division is responsible for supervising data entry operations, system documentation, user and programmer manuals, and coordination related to the maintenance of approved programs.

  • Directly and continuously supervising data entry operations, monitoring them, and ensuring the soundness of related procedures.
  • Supervising the preparation of user manuals and programmer manuals for operating systems and following up on their updates.
  • Coordinating with the relevant entities to follow up on and maintain approved programs.
  • Performing any other duties assigned to the Division.

Operations and Networks Division

The Operations and Networks Division is responsible for managing the Department's network infrastructure, technical specifications for IT equipment, hardware and software maintenance, backups, and network security.

  • Determining the technical specifications for main bids related to the purchase of computers, operating systems, printers, scanners, and their supplies, and supervising their operation and maintenance.
  • Analyzing the requirements needed to prepare the internal network and design the network infrastructure.
  • Ensuring the monitoring and maintenance of the efficiency and effectiveness of the Department's internal network, maintaining all software and hardware, supervising their maintenance, preserving their security, keeping backup copies, and making any necessary modifications.
  • Performing any other duties assigned to the Division.

Electronic Services Division

The Electronic Services Division is responsible for managing the Department's website, email services, technical support, equipment maintenance, and studies related to system issues and improvements.

  • Updating and managing the Department's website.
  • Creating and activating email services for Department employees.
  • Improving the efficiency of the Department's internal information infrastructure and providing technical consultations.
  • Managing email services.
  • Maintaining computers and printers, updating their software, and supervising them.
  • Preparing studies on faults and issues related to the Department's systems and submitting recommendations and proposals in this regard.
  • Performing any other duties assigned to the Division.

Guidance Section

The Guidance Section is responsible for providing electronic and in-person guidance to service recipients, receiving inquiries, activating company electronic accounts, directing visitors, and supporting the completion of administrative and legal requirements.

  • Providing electronic guidance to service recipients.
  • Receiving inquiries about electronic services.
  • Activating companies' electronic accounts.
  • Receiving citizens, guiding them to the different work locations within the Department, and answering their inquiries related to the Department's activities as appropriate.
  • Referring visitors to the various directorates and sections of the Department to process their transactions.
  • Providing visitors with the forms relevant to the nature of their request and ensuring that all necessary administrative and legal requirements are complete.
  • Keeping sufficient copies of guidance publications and brochures, in addition to the approved forms used when dealing with visitors.
  • Performing any other duties assigned to the Directorate Director.
